You might find that some people are reluctant to spend money in uncertain times.
You also might find that some people are reluctant to spend money no matter what is going on.
“We haven’t got the money right now” doesn’t mean that they literally don’t have the money. It just means that what you are selling (or the way that you’re selling it) isn’t worth the price to them at the moment.
If someone has money and isn’t giving it to you, it’s because they don’t see enough value in what you’re offering to justify the price. If they did see the value, they’d find the money.
So what can you do about this situation?
Find something much more valuable to offer to them.
